Project Description
BCS was engaged to analyze two long-term facility options: 1) an “on-campus” strategy for expansion, reconfiguration, and remodeling to accommodate future growth, and 2) a systematic facility analysis that considered various strategic scenarios for relocating all or some services to another location(s).

Solutions
The on-campus option provided a phased vertical expansion converting all semi-private rooms to private rooms within a new patient tower. The new patient tower includes a 6-bed open-heart recovery unit adjacent to the cath labs. The large floor plan (48 beds per floor) allows care units to be on a single floor with built-in growth. Parking ramp deficiencies were identified along with recommended solutions that will result in an additional 20 years of useful life. For the off-campus option, BCS identified three parcels of land (different owners and uses) that when assembled provide enough acreage for a full replacement hospital. The location provides better hospital access and will allow the system to maintain current market share in Elgin while capturing additional market share in neighboring communities. A comprehensive budget and schedule for each of the options were included as a part of the plan.
