Project Description
BCS was originally engaged by Affinity Health System to prepare a Master Facility Plan for the St. Elizabeth Hospital campus in 2002. A visioning session was held with the hospital’s administrative team to develop and prioritize future strategies. Strategic directives developed from this session included reconfiguring outpatient facilities, optimizing utilization, and improving access across the regional system. The plan also includes a system configuration among product lines that best lends itself toward consolidation and/or redistribution within or around the St. Elizabeth Hospital campus. Each strategic directive was evaluated using key criteria including capital requirements, market and growth opportunities, and community outreach and image improvements. BCS was engaged in early 2006 to verify the strategic objectives and update the master facility plan as needed.
| Key Objectives |
Create a plan for facility flexibility and expansion |
Provide universal and all private room designs |
Enhance image of facilities and increase on-site parking |
Outline the incremental development of facilities to improve outpatient process and functionality, improve patient access and wayfinding, expand product-line services, limit replacement of support (non-revenue) functions, expand the campus area and parking, and replace and modernize old facilities and nursing units |
| Unique Challenges |
Existing facility must remain operational during construction and demolition |
Key services and multiple sites must be considered |
Multiple entrances to key outpatient services and poor wayfinding |
Oldest building houses the most important nursing functions |
Limited expansion opportunities on hospital site and limited parking |
Solutions
The result is an updated Master Facility Plan that improves access across the Affinity Health System, links community needs with hospital services and image, distributes services through the system within the most cost-effective and market sensitive approach to delivery, and optimizes the site’s capacity to accommodate growth, increase flexibility, and improve functionality. Phase I of the master plan has been completed, while Phase II is now being implemented.
