Project Description
BCS has been engaged by Sherman Health System (SHS) in Elgin, Illinois to serve as the hospital’s program manager on the development of a 255 bed $310 million replacement hospital and redevelopment of the existing campus. This includes leading the project team through facility planning and programming for the new hospital campus. The replacement hospital is located on a new site owned by Sherman Health System four miles west of the existing campus.

Key Objectives
Maintain opportunities for facility flexibility and expansion
Improve departmental functionality and access for patients
Increase outpatient service capacity and utilization
Create an environmentally-friendly hospital

Unique Challenges
Limited expansion opportunities on current hospital site
Certificate of need (CON) approval is required from the State of Illinois
The justification for the CON considered what services would remain at the current campus and why the current campus cannot meet SHS needs

Solutions
BCS led the project team through Design Development and the preparation of the GMP
BCS worked with and assisted the CON writer to prepare the application
CON approved in June 2006
Facilitated the Request for Proposal and Selection process for Architectural and Engineering Services and Construction Management Services
