Project Description
Boldt Consulting Services was engaged by Community Memorial Hospital to serve as the hospital’s Program Manager throughout the development of a new “medical mall” and on-campus clinic / medical office building. The plan called for the relocation of the Winona Clinic to the hospital campus. The new clinic / medical office building accommodates approximately 35 Winona Clinic physicians as well 10-12 additional independent physicians. The new “medical mall” integrates with the clinic and houses an expansion of the current facility’s outpatient diagnostic services.
BCS provided a Master Facility Plan that identified the optimal location, size, configuration and phasing for each of the facilities. The plan also addresses financing and ownership alternatives and physician interest levels.

Unique Challenges
Tight site with limited expansion capabilities
Inadequate parking; A new parking structure will be necessary to accommodate the new facilities
Campus located near a river, creating poor soil conditions that created construction challenges

Solutions
BCS prepared a Master Facility Plan that includes department information, space plans, phasing plans, cost analysis, and recommendations.

After developing the plan, BCS has continued its role as Program Manager and assisted Community Memorial Hospital in selecting an architect and general contractor. Throughout the construction phase, BCS lead the project team through a continuous value engineering process while considering the hospital’s strategic objectives. Construction began July 2004 and was completed in May 2006.
