Project Description
BCS recently provided program management services for the $45 million expansion and renovation of Clinton Memorial Hospital. The new expansion components include the addition of a same day surgery center with five operating rooms, emergency department and lab. A three-story, 72-bed inpatient tower and a four-story atrium connect the new and existing buildings. The renovation includes replacing air handling units, chillers and boilers along with renovating space for a sleep lab, rehab, gift shop and cath lab. The project was originally begun without a program manager, but BCS was engaged when budget and schedule difficulties arose.

Since completing the expansion, BCS has been retained to prepare a master facility plan and provide program management services for a variety of small projects, including an emergency department renovation, an overhaul of the HVAC system for the surgery department, the build-out of a professional office building, and the development of a new integrated cancer center.

Key Objectives
Establish a fixed project budget and schedule
Accelerate the completion dates for the cath lab and ER
Provide quality control for installed and future interior finishes and furnishings
Coordinate replacement of all furnishings that do not conform to specifications

Unique Challenges
The project had been under design and construction for four years when BCS was engaged
Budget and schedule were moving targets before BCS engagement

Solutions
A fixed total budget was established along with an overall project schedule
The cath lab and ER schedules were reduced by two months resulting in additional revenue for the hospital for fiscal year 2004
BCS successfully negotiated a compromise with the furniture manufacturer, fabric supplier and furniture vendor to replace 260 defective chairs with a better grade of fabric at no additional expense to the owner
