Project Description
The Boldt Company served as Owner, Developer, and Construction Manager for three significant new projects on the University of Wisconsin campus. The projects, which represent one of the five major components of the University’s East Campus Development Plan, serve as the new gateway to the University. A 425-bed residence hall, a 139,000 square foot administration building, and a 342-space parking ramp comprise the 3.1-acre development.

Unique Challenges
In order to make room for other campus projects, completion of the $81 million project was required by fall 2006. To accommodate this fast track schedule, Boldt served as the project’s owner, developer and construction manager and was responsible for securing the project’s financing. Boldt financed the design and approval processes, and, prior to breaking ground, issued 30-year taxable notes to finance 100% of project cost.
The University purchased the residence hall, parking structure, and service garage from Boldt upon their completion in July of 2006. Boldt owns the administration building and leases it to the University.

Solutions
In addition to managing the entire development and carefully monitoring the tight schedule, Boldt was responsible for:

Acquisition of two privately owned brownfield parcels totaling $4.25 million and 1.5 acres

Design and installation of utilities extensions to the site
Design and construction of a replacement service garage and fleet services to permit demolition of old buildings
Management of architectural and engineering services through project completion
Site investigations, environmental remediation and demolition of three buildings
Extension of the East Campus Pedestrian Mall

Boldt’s total capital invested, exclusive of time invested, exceeded $8 million prior to the bond issue.
